1Who are the targeted segments? And what are the eligibility criteria for benefiting from the National PC Initiative?

1. (Social Insurance Beneficiaries) Segment where MTC Subsidy for the (PC) is 100% of the PC cost. The Eligibility Criteria are:

  • Social Insurance Beneficiaries Families having student in school.
  • Social Insurance Beneficiaries Higher Education Students (all years – admitted in Oman).

2. School Teachers Segment where MTC Subsidy for the (PC) is 150 OMR Contribution from the total amount. The Eligibility Criteria are:

  • GITTC graduates.

3. Higher Education Students Segment where MTC Subsidy for the (PC) is 150 OMR Contribution from the total amount. The Eligibility Criteria are:

  • 1st Academic Year e.g.(2010/2011) – admitted in Oman.

2. Does this initiative also target non-Omanis?
No. It is only targeting Omanis.

3. What is the value of the NPC subsidy?
Please refer to the first question.

  • Social Insurance Beneficiaries: 100% of a selected laptop by MTC.
  • Teachers & Higher Education Students: 150 OMR.

4. What process must the eligible customer follow, in order to receive his/her PC?
The eligible customer has to go to any reseller carrying the necessary documents according to the segment he belongs to. The customer will have to present the needed documents (ex: ID card, college card) to the reseller. The reseller will search the data of the eligible customer in the NPC Management System (NPCMS) that will be provided by MTC to the retailers. If the customer’s name exists in NPCMS database, the reseller will go ahead for completing the sale transaction.

5. What is included in the PC bundle?

  • Training (Social Insurance Beneficiaries Families).
  • MS Office (Social Insurance Beneficiaries Families & their Higher Education Students).
  • Open Office Suite CD (Normal Higher Education Students –Year 1).

6. Who are the NPC approved outlets and in which regions they are available?

7. What are the necessary documents required by the distribution point /outlet in order to process the sale transaction for all targeted segments?

1. Social Insurance Beneficiaries Families:

  • National ID card (original).
  • Social Insurance Beneficiaries Card (original).

2. Higher Education Student of  (Social Insurance Beneficiaries):

  • National ID card (original).
  • College ID card (original).
  • Social Insurance Beneficiaries Card (copy).

3. School Teachers:

  • National ID card (original).
  • IC3 Certificate (copy).

4. Higher Education Students

  • National ID card (original).
  • College ID card (original).

8. What are the registered universities and colleges?
All universities that are part of the Higher Education Admission Center of the Ministry of Higher Education  (Public and Private).

9. How long will the process take, to buy the PC from the outlet? 
Approximately 5-10 minutes if all the documents needed are present.

10. What is the PC price payment process? And who are the appointed financers for NPC?
For those who are entitled for the 150 OMR subsidies, there is an option of paying in cash or installments. The customer has only to pay the rest of amount remaining after subtracting the subsidy amount depending on the PC model choice. The appointed financier is the arrangement between the retailer and its financier who might be different for each retailer.

11. How often can the customer benefit from the NPC program?
One time only.

12. When is it expected that PCs will be delivered to the customers, after payment is received?
Approximately 10 minutes if all the documents needed are present. The customer will get the PC from the reseller immediately as long as the laptops are available in the stock. Otherwise, the reseller should tell the customer when the particular PC will be available in the stock.

13. What if my name does not appear in the NPC management system as an eligible customer?

  • Higher Education Students (Normal /Social Insurance Beneficiaries): The customer has to go to the (Student Affairs Office) at his college to check with them.
  • School Teachers: The Customer has to address Ministry of Education via their email  moe@moe.gov.om and refer to the following data:
    (Full name , Employee Number , Job title , ID card Number , Mobile Number , Region)
    Moreover, please attach soft copy of the IC3 certificate. In case that the teacher didn’t receive the IC3 certificate, please call the Human Recourse Department at your region. Moreover you can view an online copy from the this website https://www.certiport.com/portal/SSL/Login.aspx , the user name is your: Telephone Number and password is: Password.
  • Social Insurance Beneficiaries Families: The customer has to go back to the Ministry of Social Development.

14. What are the minimum PC aspects/specifications approved by MTC?

  • Processor /Speed: Core i3.
  • RAM: 4GB.
  • 250GB HD (SATA II).
  • DVD RW.
  • 15.4” bright Screen. (1366 X 768).
  • Built-in Web-CAM, microphone speakers.
  • Wireless network adaptor G and N.
  • Ethernet interface 10/100/1000.
  • Bluetooth v 2.0 EDR.
  • OS: Windows-7 – Home premium (OEM License).
  • Built-in touch pad.
  • SD memory card reader.
  • Arabized keyboard.
  • Battery life (minimum accepted 3.5 hours).
  • 3 USB port V2.
  • PC card slots.

15. Is there a list of PCs that the targeted individual can choose from?
With regards to the Social Insurance Beneficiaries segment (Families and Higher Education Students) there just one model choice. With regards to the Teachers and Higher Education Students, there is a choice of approved models that they can choose from. 

16. What type of PC Brands/Models will be distributed through the initiative?
there are many well-known PC’s brands and models available for NPC customers. For more details please click here

17. What if my university/college is not listed for this initiative?
Refer to the (Student Affairs Office) at your college and discuss with them the possibility of the college registering with Higher Education Admissions Centre (HEAC).

18. In case of new PC distributors, what are the procedures for registering with MTC for the NPC initiative? And what are the supporting documents required by MTC for registering?
Please contact MTC’s Contracts and Sourcing Division via the MTC website.

19. How long is the warranty period? And what support covered by the warranty?
At least one year or more depending on the offer of the PC retailers.

20. How long is the NPC project expected to continue?
At the current stage, the plan for the project to be for 3 years.

21. To pick up the PC, can another person come instead of the eligible person? 
No, the eligible person must come himself/herself.

22. In case of Social Welfare Beneficiaries, can anyone come to take the PC?
No, the family sponsor who is registered in the database of Ministry of Social Development (as a family sponsor) is the one who is entitle to receive the PC with his/her presence. However, with regards to the Higher Education Students within Social Insurance Beneficiaries segment, the student himself/herself is required to be presented.
